Monthly Meeting
April 1, 2009
A public meeting of the Southern Police
Commission was held on Wednesday, April 1, 2009 at the New Freedom
Borough Council Chambers, 49 East High Street, New Freedom PA 17349.
Those present: Richard Buchanan
Chairman, Larry Flemmens Vice Chairman , John Peters Commissioner,
Edward Molinsky Commissioner, John
LaMartina Commissioner, Edward Tinder Commissioner, James Childs Chief
of Police and Solicitor Chuck Patterson.
Commissioner James Reedy arrived at 7:25 p.m.
Those absent:
Jeff Joy Commissioner and Ronald McCullough Commissioner.
Chairman Richard Buchanan called the
meeting to order at 7:05 p.m.

PUBLIC COMMENTS:
No public present.
APPROVAL OF THE MINUTES OF MARCH 18, 2009
Chairman Richard Buchanan asked for a motion
to approve the minutes of March 18, 2009, Commissioner John LaMartina
made a motion to approve the minutes.
Commissioner Larry Flemmens seconded the motion, motion carried.
REVIEW OF EXPENDITURES FOR MARCH 2009
After members reviewed the expenditures from
March, Commissioner Edward Molinsky made a motion to approve checks 6479
through 6526 and expenditures totaling $83,098.55 and Commissioner
Edward Tinder seconded that motion, motion carried.
Chairman Richard Buchanan reported that the
cost of fuel is well within the budget.
CHAIRMAN’S ANNOUNCEMENTS:
Chairman Richard Buchanan had nothing to report.
POLICE CHIEF’S REPORT:
Chief James Childs presented the 2008 Yearly
Report. This report was
divided into five different sections which included the department
divisions, Officers calls per zone, calls by municipality, 2007-2008
stats and the department’s fleet.
He pointed out that the calls for 2008 in Glen Rock have
decreased from 2007.
Chief James Childs received a letter from
Pennsylvania Commission on Crime and Delinquency commending Southern
Regional Police Department for being one of only 202 departments that
consistently returned reports for Victims Compensation Assistance
Program. There are
approximately 1,200 police departments throughout the Commonwealth.
Chief James Childs attended a meeting
regarding the York County Drug Task Force.
Officer Teague will keep his car and cell phone.
Chief Childs asked for Solicitor Patterson’s
assistance with accepting bids on equipment that the department no
longer uses and the Ford Expedition.
This equipment includes computers, light bar and a fax machine.
It was suggested that the department create a flier and post them
throughout the area, given to commission members to give to their
councils and posted on our web site.
Commissioner Edward Molinsky made a motion to authorize Chief
Childs to accept bids on excess equipment by the next Commission meeting
which is May 6th and to accept bids on the Ford Expedition up
to June 3rd’s meeting.
John LaMartina seconded that motion, motion carried.
Chief Childs reported that Tyco is still
working on getting the radio system up and working.
The York County Chiefs of Police have decided that if the radios
are not working by next year the Chiefs are withholding payment until
the system is working properly.
They have also decided to withhold any more funding for the MDC’s
until that system is working properly.
Chief Childs reported that Officer Ames-Brooker
apprehended two individuals that were taking bread trays from Giant.
They rented a truck and had been taking the trays for
approximately seven days over a two week period.
The cost of the stolen property is approximately $10,000.00.
Chief Childs reported that the materials for
the window and door have been ordered and Jerome Herbert will start work
the week of April 13th.
Chief Childs reported that someone from the
Glen Rock Borough Council has been telling some citizens from Glen Rock
that they are not going to renew their contract next year with the
police department and because of that some officers will be laid off.
He went on to explain that some of the officers are upset by this
and he requested the council members to refrain from making those
statements. He also
explained that if Glen Rock decides not to renew their contract the
state police response time is hours and depending on the type of call it
could take days. He also
suggested that Glen Rock consider contracting the department’s services
like the school district and Railroad Borough.
Chief Childs attended the PELRAS conference
last week.
Officers responded to 113 calls in
Shrewsbury, 78 calls in New Freedom, 21 calls at the Southern York
County School District, 49 calls in Glen Rock, 13 calls in Railroad and
4 calls outside our jurisdiction.
392.25 hours were spent in Shrewsbury,
273.29 were spent in New Freedom, 57.52 were spent in the school
district, 184.21 hours were spent in Glen Rock, 20.41 hours were spent
in Railroad and 2.12 hours were spent outside our jurisdiction.
COMMITTEE REPORTS:
No committee reports.
FINANCE AND BUDGET
Chairman R. Buchanan reported that on the Profit and
Loss Budget vs. Actual Railroad Borough seems to be 45.9% over budget
but this is because when the invoice was entered for their payment it
added it as income.
Chairman R. Buchanan reported that the
health rebates could be used for any pension monies that may have been
lost due to the stock market and the economy.
FACILITIES AND EQUIPMENT
Nothing to report.
SOLICITOR’S REPORT
Solicitor Patterson wanted to make sure that the
comments Chief Childs made regarding the Drug Task Force must stay with
the Commission.
OLD BUSINESS
There was some discussion regarding the
web page for the police department.
It was suggested that the charts from the yearly report and the
minutes be placed on the website.
The minutes will remain on the website until the next month’s
meeting.
NEW BUSINESS
No new business.
ADJOURNMENT
A motion was made by Commissioner
Edward Molinsky, seconded by Commissioner John LaMartina to adjourn at
8:05 p.m., motion carried.
