Southern Police Commission
Monthly Meeting

June 3, 2009

A public meeting of the Southern Police Commission was held on Wednesday, June 3, 2009 at the New Freedom Borough Council Chambers, 49 East High Street, New Freedom PA 17349.

 Those present: Richard Buchanan Chairman, John Peters Commissioner, Edward Molinsky Commissioner, Jeff   Joy Commissioner, John LaMartina Commissioner, Commissioner James Reedy, Edward Tinder Commissioner, and Solicitor Chuck Patterson. 

 Those absent:  Larry Flemmens Vice Chairman, James C. Childs Chief of Police and Ronald McCullough Commissioner.

 Chairman Richard Buchanan called the meeting to order at 7:02 p.m.

PUBLIC COMMENTS:

 Three people were present but had no comments at this time.

 APPROVAL OF THE MINUTES OF MAY 6, 2009

Chairman Richard Buchanan asked for a motion to approve the minutes of May 6, 2009, Commissioner Edward Molinsky made a motion to approve the minutes after the section about the D.A.R.E. Program is reinstated.  Commissioner Jeff Joy seconded the motion, motion carried. 

 REVIEW OF EXPENDITURES FOR MAY 2009

 After members reviewed the expenditures from May, Commissioner Edward Molinsky made a motion to approve checks 6578 through 6581 (which were not voided as stated in April’s minutes also checks 6580 and 6581 were also incorrectly noted as 6980 and 6981 in April’s minutes) and checks 6599 through 6646 and expenditures totaling $123,648.45.  Commissioner John Peters seconded that motion, motion carried.  

 CHAIRMAN’S ANNOUNCEMENTS:

 Chairman Richard Buchanan corresponded with Robert Miller the representative from the International Association of Machinists and Aerospace Workers Union in regards to the information that the Union requested for contract negotiations.     

 Chairman Richard Buchanan announced that July’s meeting will be held on the 15th because of New Freedom’s carnival which is scheduled for June 29th through July 4th. 

POLICE CHIEF’S REPORT:

 Chief James Childs had a prior commitment so Chairman Richard Buchanan reviewed the monthly police report. 

 During the month of April 2009 Officers responded to 96 calls in Shrewsbury, 101 calls in New Freedom, 25 calls at the Southern York County School District, 56 calls in Glen Rock, 8 calls in Railroad and 5 calls outside our jurisdiction.

During the month of April 448.08 hours were spent in Shrewsbury, 275.16 were spent in New Freedom, 72.08 were spent in the school district, 168.08 hours were spent in Glen Rock, 23.50 hours were spent in Railroad and 2.15 hours were spent outside our jurisdiction. 

 COMMITTEE REPORTS:

 No committee reports.

 FINANCE AND BUDGET

 Chairman Richard Buchanan reported that the new vehicle is paid for and will be arriving sometime in July. 

 SOLICITOR’S REPORT

 Solicitor Patterson had nothing to report.

OLD BUSINESS

 Chairman Richard Buchanan reviewed the Plan Document Exclusions from Intergovernmental Insurance Cooperative.  These exclusions are as follows:

 Unlawful Acts for treatment of an injury or illness which a contributing cause was the covered person’s commission of a felony.

 Never Events when surgery is performed on a wrong body part, wrong patient or wrong surgery on a patient.  In these cases the hospital and/or doctor are not allowed to bill the patient.

 Gastric Bypass Surgery a $2,000.00 co-pay will be applied for this procedure.

  After some discussion regarding the Hazardous Hobby Exclusion it was decided not to include that in the exclusions.  Commissioner Edward Tinder made a motion to incorporate the above-mentioned exclusions to the health insurance policy.  Commissioner John Peters seconded that motion, motion carried.

 Commissioner Jeff Joy requested the list for the items to be sold by the police department.

 NEW BUSINESS

 Chairman Richard Buchanan read a letter from New Freedom Borough regarding Glen Rock Borough’s intent to withdraw from the police department.  This letter requests that Glen Rock give their intent to remain a member, purchase services or withdraw completely by October 1, 2009.  After some discussion Commissioner Edward Tinder made a motion for Glen Rock Borough to give their intent by July 1, 2010 to remain a member, purchase services or withdraw completely.  If Glen Rock decides to purchase services they must give a dollar figure by September 15, 2010.  Commissioner John LaMartina seconded that motion, motion carried.

 Commissioner Jeff Joy advised that because of the new open records law that the police department should have a policy outlining the guidelines.  Solicitor Patterson recommended that because most police reports involve confidentiality that most of their reports would not subject to the opens records law.  He also recommended waiting to see what the trends are before making a policy.  Commissioner Edward Molinsky made a motion to appoint Chief Childs the public records officer and in his absence, Lieutenant Boddington would be the public records officer.  Commissioner Jeff Joy seconded that motion, motion carried. 

 Lucy Cadwallader reported that Glen Rock Borough is offering CPR classes June 16th and 17th.  They need at least 6 people to attend and so far only two people have signed up.  If anyone is interested please contact the borough office.

 EXECUTIVE SESSION

 An executive session to discuss contract negotiations 8:10 p.m. and ended at 8:24 p.m.

 ADJOURNMENT

 A motion was made by Commissioner John LaMartina, seconded by Commissioner John Peters to adjourn at 8:25 p.m., motion carried.
