Monthly Meeting
August 5, 2009
A public meeting of the Southern Police
Commission was held on Wednesday, August 5, 2009 at the New Freedom
Borough Council Chambers, 49 East High Street, New Freedom PA 17349.
Those present: Larry Flemmens Vice
Chairman, John Peters Commissioner, Edward Molinsky Commissioner, Edward
Tinder Commissioner, James Reedy Commissioner, Ronald McCullough
Commissioner, James Childs Chief of Police and Solicitor Chuck
Patterson.

Vice Chairman Larry Flemmens called the
meeting to order at 7:00 p.m.
Pledge of Allegiance
PUBLIC COMMENTS:
Fire Chief, Ryan Brenneman, of the
Eagle Fire Company Mt. Wolf, attended the meeting to ask the Police
Commission if they would consider donating the Ford Expedition to the
fire company to enable them to transport their search and rescue dog,
Blaze.
After some
discussion, Commissioner Edward Tinder made a motion for the Police
Commission to donate the Ford Expedition to the Eagle Fire Company as
long as they incur all expenses for the removal of all Southern Regional
Police Department’s decals and to place a decal which acknowledges that
the Expedition was donated by the Southern Regional Police Department.
Commissioner Ronald McCullough seconded that motion, motion
carried.
APPROVAL OF THE MINUTES OF JULY 15, 2009
Vice Chairman Larry Flemmens asked for a motion to
approve the minutes of July 15, 2009.
Commissioner
Edward Molinsky made a motion to approve the minutes and Commissioner
Ronald McCullough seconded the motion, motion carried.
REVIEW OF EXPENDITURES FOR JULY 2009
After members reviewed the expenditures
from July, Commissioner Edward Molinsky asked about check number 6714
and check number 24847.
Administrative Assistant Patricia Miller stated that check 6714 was
voided and that she would research why there was a check number 24847.
Commissioner Edward Molinsky made a motion to approve checks 6691
through 6742 and expenditures totaling $102,784.39.
Commissioner Edward Tinder seconded that motion, motion carried.
CHAIRMAN’S ANNOUNCEMENTS:
Vice Chairman Larry Flemmens did not have any
announcements.
POLICE CHIEF’S REPORT:
During the month of June 2009 Officers
responded to 121 calls in Shrewsbury, 102 calls in New Freedom, 12 calls
at the Southern York County School District, 62 calls in Glen Rock, 21
calls in Railroad and 6 calls outside our jurisdiction.
During the month of June 554.37 hours
were spent in Shrewsbury, 332.18 were spent in New Freedom, 39.19 were
spent in the school district, 140.22 hours were spent in Glen Rock,
22.53 hours were spent in Railroad and 3.52 hours were spent outside our
jurisdiction.
Chief Childs reported that the
Shrewsbury and New Freedom carnivals were relatively quiet except for
one night during the New Freedom Carnival.
During this time there was a strong armed robbery and Chief
Childs injured his thumb when he attempted to take an individual into
custody. He has a doctor’s appointment next week and they will then
determine if he will need surgery.
If surgery is needed he will be on administrative duty for
approximately three months.
Chief Childs received a letter from
Jerome Herbert from HQ Enterprises, Inc., requesting payment for the
materials he purchased to redo the reception window and front door of
the police department.
He
stated that because of miscommunications between him and New Freedom
Borough he will not do any more work until he receives payment for his
time and materials purchased.
Commissioner Edward Tinder made a motion for the Commission to
pay Mr. Herbert partial payment after he submits an itemized invoice.
Commissioner Ronald McCullough seconded that motion, motion
carried.
Commissioner Edward
Molinsky will speak to New Freedom Borough to get some clarification on
the zoning issues.
Commissioner Edward Tinder made a motion to have Solicitor Patterson
review Commissioner Molinsky’s findings after his meeting with New
Freedom Borough for his interpretation of the zoning issues.
Commissioner Ronald McCullough seconded that motion, motion
carried.
Chief Childs thanked members of the
Commission and the Police Department for their support when he was sworn
in as President of the Pennsylvania Chiefs of Police Association.
COMMITTEE REPORTS:
No committee reports.
FINANCE AND BUDGET
Vice Chairman Larry Flemmens reviewed the budget
and everything looks good.
FACILITIES
AND EQUIPMENT
Chief Childs reported that the truck is in service
and after the meeting he will show the truck to the Police Commission.
SOLICITOR’S REPORT
Solicitor Patterson will review Commissioner
Molinsky’s findings after he meets with New Freedom Borough.
OLD BUSINESS
Commissioner John Peters reported that he explained
to Glen Rock’s council members that the Police Commission is not paying
for the Chief’s travel and other expenses during his term as President
of the PA Chiefs of Police Association.
Lucy Cadwallader requested a letter from the Police
Commission with regards to the date change for Glen Rock’s final
decision.
She needs this
letter so that Glen Rock’s council can vote on it.
Commissioner Edward Molinsky made a motion that the Police
Commission write a letter to Glen Rock Borough stating that the Police
Commission would like Glen Rock’s final intent by April 1, 2010 instead
of July 1, 2010 to give the Boroughs of New Freedom and Shrewsbury more
time to work on their budgets if Glen Rock decides to withdraw from the
Southern Regional Police Department.
Commissioner John Peters seconded that motion, motion carried.
NEW BUSINESS
Administrative Assistant Patricia Miller presented
the Commission with Resolution 2009-2 which outlines that the Southern
Police Commission agrees to follow the procedures as set forth in the
Municipal Records Manual.
Commissioner Edward Tinder made a motion for
the Southern Police Commission to approve Resolution 2009-2 and
Commissioner Ronald McCullough seconded that motion, motion carried.
Administrative Assistant Patricia Miller presented
the Commission with Resolution 2009-3 for the destruction of Criminal
History Record requests from 1997 through 2003.
Commissioner Edward Tinder made a motion for
the Southern Police Commission to approve Resolution 2009-3 and
Commissioner John Peters seconded that motion, motion carried.
ADJOURNMENT
A motion was made by Commissioner Edward Tinder,
seconded by Commissioner John Peters to adjourn at 7:45 p.m., motion
carried.
