Monthly Meeting
November 4, 2009
A public meeting of the Southern Police Commission
was held on Wednesday, November 4, 2009 at the New Freedom Borough
Council Chambers, 49 East High Street, New Freedom PA 17349.
Those present: Richard Buchanan Chairman, John
Peters Commissioner, John LaMartina Commissioner, Edward Tinder
Commissioner, James Reedy Commissioner and Solicitor Chuck Patterson.
Those absent: Larry Flemmens Vice Chairman, Jeff
Joy Commissioner, Ronald McCullough Commissioner, James C. Childs
Chief of Police and Edward Molinsky Commissioner.
Lieutenant Boddington was present in
Chief Childs’ absence.
Chairman Richard Buchanan called the
meeting to order at 7:03 p.m.

PUBLIC COMMENTS:
No public comments.
APPROVAL OF THE MINUTES OF SEPTEMBER 2, 2009
Chairman Richard Buchanan asked for a motion to
approve the minutes of September 2, 2009.
Commissioner John Peters made a motion to approve
the minutes, seconded by Commissioner Edward Tinder.
Motion carried. There
were no minutes to approve for the month of October because there was no
quorum.
REVIEW OF EXPENDITURES FOR SEPTEMBER 2009
After members reviewed the expenditures from
September, Commissioner Edward Tinder made a motion to approve checks
6788 through 6827 and expenditures totaling $126,182.81.
Commissioner John LaMartina seconded that motion, motion carried.
REVIEW OF EXPENDITURES FOR OCTOBER 2009
Chairman Richard Buchanan pointed out that the
attorney fees which totaled $5,268.57 actually are for Gretchen Love
attending two meetings.
After members reviewed the expenditures from
October, Commissioner John Peters made a motion to approve checks 6828
through 6889 and expenditures totaling $192,655.85.
Commissioner Edward Tinder seconded that motion, motion carried.
CHAIRMAN’S ANNOUNCEMENTS:
Chairman Richard Buchanan reported that the borough
contributions for 2010 are as follows:
Glen Rock Borough $226,821.00 which is 18.42%, New Freedom
Borough $487,784.00 which is 39.62% and Shrewsbury Borough $516,632.00
which is 41.96%.
Capital equipment for 2010 includes two vests, the
cost of the new radios (3rd installment) and one Taser.
Also included in this is the purchase of new batteries and
battery chargers for the radios and a new copier.
We will also be upgrading Alert which includes purchasing two new
computers. The total amount
for capital equipment is $26,112.00.
A voice recording system and a new Taser were
approved to be purchased this year.
Commissioner Edward Tinder made a motion to accept
the purchase of the Capital Equipment for 2010 totaling $26,112.00.
Commissioner John LaMartina seconded that motion, motion carried.
Chairman Richard Buchanan reported that in order to
keep the cost of the budget down the Police Commission will not be
purchasing a new vehicle or hiring a new officer to replace Sergeant
Geary. An officer will be
promoted to the position of Sergeant.
He advised that in 2011 we will be purchasing a new vehicle and
probably hiring a new officer.
If a new officer is hired in 2011, there is no federal funding
for the police academy, the officer’s salary while they are attending
the academy or reimbursement for their meals and gas.
So these expenditures will have to be part of 2011’s budget.
Since the state’s budget has been passed there is
no money for the D.A.R.E. Grant.
There was some discussion about talking to the school district to
see if they could fund it.
The police department does not have the money to fund this program and
since the police department does not cover the townships it would not be
fair for the three boroughs to cover the expenses.
Commissioner Edward Tinder made a motion to accept
the 2010 budget as submitted at a total cost of $1,398,503.00.
Glen Rock Borough’s cost is $226,821.00, New Freedom’s cost is
$487,784.00 and Shrewsbury Borough’s cost is $516,632.00.
Commissioner John Peters seconded the motion, motion carried.
Chairman Richard Buchanan reported that the state
recommendation for the number of officers per 1,000 people is 1.25.
Southern Regional Police Department has an average of 1.06
officers per 1,000, Southwestern Regional Police Department has .76
officers per 1,000 and Northeastern Regional Police Department has an
average of 1 officer per 1,000.
POLICE CHIEF’S REPORT:
Because the Chief had surgery on his hand,
Lieutenant Boddington attended the meeting in his absence.
Lieutenant Boddington reported that during the
month of August 2009 Officers responded to 113 calls in Shrewsbury, 131
calls in New Freedom, 6 calls at the Southern York County School
District, 59 calls in Glen Rock, 7 calls in Railroad and 14 calls
outside our jurisdiction.
During the month of August 434.39 hours were spent
in Shrewsbury, 373.13 were spent in New Freedom, 22.04 were spent in the
school district, 172.40 hours were spent in Glen Rock, 11.30 hours were
spent in Railroad and 13.37 hours were spent outside our jurisdiction.
Lieutenant Boddington reported that during the
month of September 2009 Officers responded to 98 calls in Shrewsbury, 99
calls in New Freedom, 21 calls at the Southern York County School
District, 35 calls in Glen Rock, 7 calls in Railroad and 6 calls outside
our jurisdiction.
During the month of September 419.55 hours were
spent in Shrewsbury, 268.46 were spent in New Freedom, 50.21 were spent
in the school district, 128.05 hours were spent in Glen Rock, 16.27
hours were spent in Railroad and 6.48 hours were spent outside our
jurisdiction.
COMMITTEE REPORTS:

FINANCE AND BUDGET
Chairman Richard Buchanan reported that
expenditures for October are at 94.4%.
Advertising is at 324.4%.
This is because the auditor’s report for 2007 and 2008 was paid
for this year. Also we had
“No Parking” signs printed.

Administrative Assistant Patricia Miller asked the
Commission to approve Resolution 2009-4 which authorizes the disposition
of the following documents:

Commissioner John LaMartina made a motion to approve
Resolution 2009-4 as presented.
Commissioner John Peters seconded that motion, motion carried.
Administrative Assistant Miller asked the
Commission to approve Plan Document Amendment 09-001 which includes the
H1N1 swine flu vaccine coverage under the Southern Regional Police
Department’s health care.
Commissioner John LaMartina made a motion to approve Plan Document
Amendment 09-001.
Commissioner James Reedy seconded that motion, motion carried.
Administrative Assistant Miller presented new laws
that could effect the health plan.
They included The Autism Insurance Act, The Mental Health Parity
Act, Act 4 and Michelle’s Law.
Solicitor Patterson explained that because we are a self insured
health plan we do not need to comply with these acts.
If we intend to adopt any of these options and later on decide
that there is no need for the coverage we must then opt out on a yearly
basis.
EXECUTIVE SESSION
An executive session was called at 8:35 to discuss
contract negotiations and ended at 8:51 p.m.
ADJOURNMENT
A motion was made by Commissioner John Peters,
seconded by Commissioner James Reedy to adjourn at 8:52 p.m., motion
carried.
