Southern Police Commission
Monthly Meeting

January 6, 2010

A public meeting of the Southern Police Commission was held on Wednesday, January 6, 2010 at the New Freedom Borough Council Chambers, 49 East High Street, New Freedom PA 17349.

Those present: John Peters Commissioner, John LaMartina Commissioner, Edward Tinder Commissioner, Ronald McCullough Commissioner, Jeff Joy Commissioner, Jeff Halapin Commissioner, Pete Schnabel Commissioner, James C. Childs, III Chief of Police and Solicitor Clarence Allen.  (Mike Ridgely sat in for Richard Buchanan).

Those absent: Richard Buchanan Chairman.

Commissioner Jeff Joy called the meeting to order at 7:00 p.m.

SWEARING IN OF NEW MEMBERS

Jeff Halapin and Pete Schnabel were sworn in as new members of the Police Commission by Commissioner Jeff Joy.  Also sworn in via telephone was Richard Buchanan. 

Clarence Allen, Esquire was introduced as the Police Commission’s new solicitor.

ELECTION OF OFFICERS

Commissioner Edward Tinder nominated Richard Buchanan to serve as chairman.  Commissioner John Peters made a motion to elect Richard Buchanan as chairman, seconded by Commissioner Ronald McCullough.  There were no other nominations, motion carried.

Commissioner Edward Tinder nominated Jeff Joy to serve as vice chairman.  Commissioner Pete Schnabel made a motion to elect Jeff Joy as vice chairman, seconded by Commissioner Ronald McCullough.  There were no other nominations, motion carried.

Commissioner Ronald McCullough nominated Edward Tinder to serve as secretary.  Commissioner Pete Schnabel made a motion to elect Edward Tinder as secretary, seconded by Commissioner John Peters.  There were no other nominations, motion carried.

Commissioner Pete Schnabel made a motion to close the nominations, seconded by Commissioner Ronald McCullough.  Motion carried.

PUBLIC COMMENTS:

Edward Molinsky thanked the members of the Police Commission for allowing him to serve on the Commission and welcomed the new members.  Members of the Commission thanked Edward Molinsky for his service on the Commission. 

APPROVAL OF THE MINUTES OF DECEMBER 2, 2009

Vice Chairman Jeff Joy asked for a motion to approve the minutes of December 2, 2009.  Commissioner Edward Tinder made a motion to approve the minutes, seconded by Commissioner John LaMartina.  Motion carried.  Commissioner Pete Schnabel abstained from approving the December’s minutes because he was not an active member of the Commission at the time of this meeting.

REVIEW OF EXPENDITURES FOR DECEMBER 2009

After members reviewed the expenditures from December, Commissioner Edward Tinder made a motion to approve checks 6932 through 6978 and expenditures totaling $147,805.58.  Commissioner Ronald McCullough seconded that motion, motion carried. Commissioner Pete Schnabel abstained from approving the expenditures because he was not an active member of the Commission at the time of this meeting.

CHAIRMAN’S ANNOUNCEMENTS:

Vice Chairman Jeff Joy announced that the Commission will be meeting with the Union to further discuss contract negotiations sometime next week. 

Vice Chairman Jeff Joy read a letter from Glen Rock Borough stating that on December 16, 2009 the Glen Rock Borough unanimously passed a motion to opt out of the Southern Regional Police Department for 2011 pending the receipt of the commission’s budget for 2011.  Commissioner Ronald McCullough explained that this letter a formality to keep their options open in case Glen Rock cannot afford services in 2011. 

Chairman Richard Buchanan ended his telephone conference at 7:10 p.m.

POLICE CHIEF’S REPORT:

Chief Childs reported that during the month of November 2009 Officers responded to 101 calls in Shrewsbury, 89 calls in New Freedom, 9 calls at the Southern York County School District, 43 calls in Glen Rock, 6 calls in Railroad and 14 calls outside our jurisdiction.

During the month of November 502.23 hours were spent in Shrewsbury, 220.05 were spent in New Freedom, 39.26 were spent in the school district, 155.00 hours were spent in Glen Rock, 11.42 hours were spent in Railroad and 11.42 hours were spent outside our jurisdiction.

Chief Childs explained to the new members how the other time is used and split between the boroughs.  He also explained that overtime is high because he is still on light duty and unable to help with patrol, Officer Ames-Brooker is out and Sergeant Geary is no longer working. 

Chief Childs received a Certificate of Appreciation from Deputy Wildlife Conservation Officer, George T. Erskine, of the Pennsylvania Game Commission for giving the Police Department’s radios to them. 

Chief Childs received a letter from Larry and Chris Scherer thanking Officer Blais for his assistance when their car was stuck on ice January 1, 2010.

Chief Childs gave Solicitor Allen a Memorandum of Understanding he received from the Southern York County School District for his review.  Solicitor Allen asked if the police department did have blueprints of the schools.  Chief Childs assured him that the department does have blueprints and Solicitor Allen gave his approval of the Memorandum.  Commissioner Edward Tinder made a motion to accept the Memorandum of Understanding and Commissioner John Peters seconded that motion.  Motion carried.

There were no problems with the Glen Rock Carolers. 

 The New Freedom Carnival is scheduled for July 5th through July 11th. 

 COMMITTEE REPORTS:

 No committee reports.

 FINANCE AND BUDGET

 Edward Tinder made a motion to advertise the meetings for the Police Commission the meetings will be held on the first Wednesday of every month with the exception of July.  Alternate dates are the third Wednesday of each month.  Ronald McCullough seconded that motion, motion carried. 

 The officers are using the pickup truck during snowstorms. 

 FACILITIES AND EQUIPMENT

 No report.

 SOLICITOR’S REPORT

 Solicitor Allen requested an executive session.

No new business.

EXECUTIVE SESSION

An executive session was called at 8:10 to discuss personnel matters and it ended at 8:40 p.m.

ADJOURNMENT

A motion was made by Commissioner Edward Tinder, seconded by Commissioner John Peters to adjourn at 8:41 p.m., motion carried.
