Monthly Meeting
Febuary 3, 2010
A public meeting of the Southern Police Commission
was held on Wednesday, February 3, 2010 at the New Freedom Borough
Council Chambers, 49 East High Street, New Freedom PA 17349.
Those present: John Peters Commissioner, John
LaMartina Commissioner, Ronald McCullough Commissioner, Jeff Joy
Commissioner, Richard Zambito Commissioner, Jeff Halapin Commissioner,
James C. Childs, III Chief of Police, Pete Schnabel Commissioner,
Richard Buchanan Chairman and Solicitor Clarence Allen.
Those absent: Edward Tinder Commissioner.
Chairman Richard Buchanan called the meeting to
order at 7:08 p.m.

No public comments.
APPROVAL OF
THE MINUTES OF JANUARY 6, 2010
Chairman Richard Buchanan asked for a motion to
approve the minutes of January 6, 2010. After
reviewing the minutes there were two changes made to the minutes (adding
Commissioners Pete Schnabel and Jeff Halapin to those present and
correcting Jeff Halapin’s name) Commissioner John LaMartina made a
motion to approve the minutes after the above-mentioned changes were
made, seconded by Commissioner Jeff Joy.
Motion carried.
REVIEW OF EXPENDITURES FOR JANUARY 2010
After members reviewed the expenditures from
January, Commissioner John Peters made a motion to approve checks 6979
through 7022 and expenditures totaling $73,713.77.
Commissioner Jeff Halapin seconded that motion, motion carried.
CHAIRMAN’S ANNOUNCEMENTS:
Chairman Richard Buchanan reported that
Commissioner Edward Tinder is home from the hospital and has a long
rehabilitation ahead of him.
Chairman Richard Buchanan asked for a moment of
silence in honor of Mayor James Reedy.
His viewing is scheduled for Thursday, January 4 and the funeral
is scheduled for Friday, January 5, 2010.
Chairman Richard Buchanan announced that the Union
meeting that was scheduled for Wednesday was cancelled because of
incorrect information sent to them by Intergovernmental Insurance
Cooperative regarding the $500.00 deductible.
POLICE CHIEF’S REPORT:
Chief Childs reported that during the month of
December 2009 Officers responded to 96 calls in Shrewsbury, 86 calls in
New Freedom, 14 calls at the Southern York County School District, 46
calls in Glen Rock, 17 calls in Railroad and 6 calls outside our
jurisdiction.
During the month of December 378.57 hours were
spent in Shrewsbury, 246.25 were spent in New Freedom, 26.21 were spent
in the school district, 119.42 hours were spent in Glen Rock, 17.05
hours were spent in Railroad and 9.54 hours were spent outside our
jurisdiction. Chief Childs
pointed out that Railroad Borough’s hours were high during the month of
December and all the remaining boroughs’ times were low.
Chief Childs reported on the recent car fires,
three of which occurred in Glen Rock, one in Shrewsbury and one in New
Freedom. At each of these
fires there were playing cards left at the scenes.
The police department is working on a connection of the cards and
the King of Hearts Dance that was to be held at the school on Thursday
evening January 4th.
As a result of the car fires and the playing cards the school
cancelled the dance.
Chief Childs announced that the new Commission
members will be getting ID cards in the near future.
COMMITTEE REPORTS:
No committee reports.
FINANCE AND BUDGET
Chairman Richard Buchanan reported that in 2009 the
Commission failed to move $15,000.00 from the General Fund to the
General Reserve for payment for the new radios.
There should have been $20,000.00 moved from the General Fund to
the General Reserve for legal fees for contract negotiations and
$3,000.00 for fuel. In the
last few years the amount of money that the boroughs has been receiving
from the state for pension contributions has not covered the entire
amount of the MMO contribution it was decided to put $7,000.00 in the
pension fund to cover these expenses.
Also in order to cover the sick time when officers retire it was
decided to put $29,072.00 in the Retirement Sick Pay this should also
cover some of the paid time off that the officers have accumulated.

OLD BUSINESS

NEW BUSINESS
New Freedom Commission members requested to appoint
someone to serve as a temporary replacement for Commissioner Edward
Tinder until he is well enough to attend meetings.
New Freedom will look into this.
EXECUTIVE SESSION
An executive session was called at 8:45 p.m. to
discuss personnel matters and it ended at 9:52 p.m.
ADJOURNMENT
A motion was made by Commissioner Jeff Halapin,
seconded by Commissioner Ronald McCullough to adjourn at 10:00 p.m.,
motion carried.
