Monthly Meeting
March 3, 2010
A public meeting of the Southern Police Commission
was held on Wednesday, March 3, 2010 at the New Freedom Borough Council
Chambers, 49 East High Street, New Freedom PA 17349.
Those present: John Peters
Commissioner, John LaMartina Commissioner, Ronald McCullough
Commissioner, Jeff Joy Commissioner, Jeff Halapin Commissioner, James C.
Childs, III Chief of Police, Peter Schnabel Commissioner and Solicitor
Clarence Allen.
Those absent: Edward Tinder
Commissioner, Richard Buchanan Chairman, Ronald McCullough Commissioner
and Richard Zambito Commissioner arrived at 7:15 p.m.
Vice Chairman Jeff Joy called the
meeting to order at 7:10 p.m.

PUBLIC COMMENTS:
No public comments.
APPROVAL
OF THE MINUTES OF FEBRUARY 3, 2010
Vice Chairman Jeff Joy asked for a motion to
approve the minutes of February 3, 2010.
After reviewing the minutes Commissioner John LaMartina made a
motion to approve the minutes after the above-mentioned changes were
made, seconded by Commissioner Jeff Halapin.
Motion carried.
REVIEW OF EXPENDITURES FOR FEBRUARY 2010
After members reviewed the expenditures from
February, Commissioner John Peters made a motion to approve checks 7023
through 7055 (excluding checks 7026 and 7035) and expenditures totaling
$93,714.27. Commissioner
Jeff Halapin seconded that motion, motion carried.
CHAIRMAN’S ANNOUNCEMENTS:
Vice Chairman Jeff Joy reminded everyone that the
2009 Awards Ceremony is scheduled for April 7th at 7:00 p.m.
POLICE CHIEF’S REPORT:
Chief Childs reported that the truck mirror was
damaged when it was struck during the snowstorm.
Chief Childs reported that during the month of
January Officers responded to 98 calls in Shrewsbury, 88 calls in New
Freedom, 9 calls at the Southern York County School District, 50 calls
in Glen Rock, 16 calls in Railroad and 12 calls outside our
jurisdiction. Calls in
Shrewsbury and New Freedom were low this month.
During the month of January 349.48 hours were spent
in Shrewsbury, 227.57 were spent in New Freedom, 26.33 were spent in the
school district, 139.48 hours were spent in Glen Rock, 26.03 hours were
spent in Railroad and 9.33 hours were spent outside our jurisdiction.
Chief Childs reported that next month’s overtime
will be extremely high because of the work being done on the car fires
and because of the snowstorm.
Three officers worked for three days straight.
Also because of the car fires the school had asked for extra
patrol when students arrive at school in the morning and when they are
dismissed in the afternoon.
COMMITTEE REPORTS:
John LaMartina asked Chief Childs if he would have
any objection to adding to the web site if anyone is interested to being
put on an email list when press releases are done.
Chief Childs thought that was an excellent idea.
FINANCE AND BUDGET
Commissioner Peter Schnabel asked Administrative
Assistant Miller if she transferred the funds that were discussed during
January’s meeting. She did
not have a chance to discuss this with Chairman Richard Buchanan and
will do so in the near future.
FACILITIES
AND EQUIPMENT
Chief Childs reported that during the snow storms
the roof leaked in the back of the Police Station and New Freedom
Borough has contacted Kinsley Construction to fix the problem.
Lucy Cadwallader asked if the repairs will be the police
department’s responsibility and Vice Chairman Jeff Joy reported that
since New Freedom Borough owns the building that they would most likely
be responsible for the repairs.
SOLICITOR’S REPORT
No solicitor’s report.
OLD BUSINESS
Commissioner Edward Tinder is recuperating but is
still unable to drive. While
he is out New Freedom Borough has appointed Kendall Connolly from 2506
Bailey Avenue to serve as alternate until his return.
NEW BUSINESS
Because the Awards Ceremony is scheduled for April
7th the regular commission meeting will be held on April 21st.
ADJOURNMENT
A motion was made by Commissioner John LaMartina,
seconded by Commissioner John Peters to adjourn at 7:41 p.m., motion
carried.
