Monthly Meeting

June 2, 2010

 A public meeting of the Southern Police Commission was held on Wednesday, June 2, 2010 at the New Freedom Borough Council Chambers, 49 East High Street, New Freedom PA 17349. 

Those present: Richard Buchanan Chairman, John Peters Commissioner, John LaMartina Commissioner, Jeff Joy Commissioner, Jeff Halapin Commissioner, Edward Tinder Commissioner Peter Schnabel Commissioner, Richard Zambito Commissioner, Acting Chief James Boddington and Solicitor Clarence Allen. 

Those absent: Ronald McCullough Commissioner.

Chairman Richard Buchanan called the meeting to order at 7:00 p.m.

REPORT OF EXECUTIVE SESSIONS/INTERVIEWS FROM THE PERSONNEL COMMITTEE

Commissioner Jeff Joy reported that the Personnel Committee met on May 12, 2010 at 7:00 p.m. to 11:30 p.m. to discuss a personnel issue.  The Personnel Committee was made up of Commissioner Peter Schnabel, Commissioner Richard Zambito, Commissioner Jeff Joy and Solicitor Clarence Allen.

On May 14, 2010 all members of the Police Commission met on May 14, 2010 from 7:00 p.m. to 9:30 p.m. to discuss a personnel matter at Shrewsbury Borough Council Chambers.

On May 17, 2010 the Personnel Committee met from 7:00 p.m. to 1:30 a.m. to discuss a personnel matter at the Shrewsbury Borough Council Chambers.  The Personnel Committee was made up of Commissioner John LaMartina, Commissioner Richard Zambito, Commissioner Jeff Joy and Solicitor Clarence Allen.

On May 24, 2010 the Personnel Committee met from 7:00 p.m. to 8:45 p.m. to discuss a personnel matter at the Shrewsbury Borough Council Chambers.  The Personnel Committee was made up of Commissioner John LaMartina, Commissioner Richard Zambito, Commissioner Jeff Joy and Solicitor Clarence Allen.

On May 26, 2010 all members of the Police Commission excluding Commissioner Peter Schnabel met in Executive Session from 7:00 p.m. to 9:40 p.m. to discuss a personnel matter at the Shrewsbury Borough Council Chambers. 

On June 1, 2010 the Personnel Committee met from 7:00 p.m. to 8:00 p.m. to discuss a personnel matter at the New Freedom Borough Conference Room.  The Personnel Committee was made up of Commissioner John LaMartina, Commissioner Richard Zambito, Commissioner Jeff Joy and Solicitor Clarence Allen.

Commissioner Jeff Joy stated that there will be an executive session at the end of the meeting to further discuss personnel issues.

PUBLIC COMMENTS:

No public comments. 

APPROVAL OF THE MINUTES OF MAY 5, 2010


Chairman Richard Buchanan asked for a motion to approve the minutes of May 5, 2010.  After reviewing the minutes Commissioner John Peters made a motion to approve the minutes, seconded by Commissioner Edward Tinder.  Motion carried.

REVIEW OF EXPENDITURES FOR MAY 2010

Chairman Richard Buchanan asked why expenses for cars 4277 and 4273 were high this month.  Acting Chief Boddington explained that both cars needed repairs.  Commissioner Zambito asked why ammunition was high and Acting Chief Boddington explained that he purchased the ammunition for Spring qualifications and because the price of ammunition is likely to increase. 

After members reviewed the expenditures from May, Commissioner John Peters made a motion to approve checks 7165 through 7211 and expenditures totaling $98,865.21.  Commissioner Jeff Joy seconded that motion, motion carried.  

CHAIRMAN’S ANNOUNCEMENTS:

Chairman Richard Buchanan announced that he cancelled the meeting with Ron Stern from DCED because of the personnel issues and that this meeting will be scheduled at a later date. 

Chairman Richard Buchanan stated that there will be an executive session at the end of the meeting to discuss a personnel matter and union negotiations. 

POLICE CHIEF’S REPORT:

Acting Chief Boddington reported that during the month of April officers responded to  102 calls in Shrewsbury Borough, 108 in New Freedom Borough, 12 calls at the Southern York County School District, 46 calls in Glen Rock Borough, 12 calls in Railroad Borough and 4 calls outside the department’s jurisdiction. 

Acting Chief Boddington reported that 376.03 hours were spent in Shrewsbury Borough, 260.32 hours were spent in New Freedom Borough, 17.00 hours were spent in the Southern York County School District, 181.35 hours were spent in Glen Rock Borough, 13.24 hours in Railroad Borough and 1.11 hours outside the department’s jurisdiction. 

Acting Chief Boddington reported that the speed trailer has been put in problem areas to help with speeding.  The Roving DUI detail was held in May.  He also mentioned that the armed robbery in Shrewsbury was actually a group of juveniles and one threatened another juvenile with a baseball bat and since the baseball bat is classified as a weapon this incident is reported as an armed robbery.

Acting Chief Boddington reported that Officer Miller and Detective Goodfellow have done a good job and are still investigating the fatal pedestrian accident that occurred on North Main Street in Shrewsbury.

During the month of April K-9 Aniken was called out for two incidents.

COMMITTEE REPORTS:

No Committee reports.

FINANCE AND BUDGET

Chairman Richard Buchanan pointed out that overtime is high because Officer Blais is out because of an injury.  Janitorial Supplies are high because the floors in the police department have been done.  Overall the budget is at 96.3%. 

FACILITIES AND EQUIPMENT

No facilities and equipment report.

SOLICITOR’S REPORT

No solicitor’s report. 

OLD BUSINESS

Budget meetings are scheduled for the third Wednesday of August and September.

NEW BUSINESS

The Commission is looking into the department’s cell phone policy. 

Lucy Cadwallader asked about having a sign installed at the traffic light at Main and Baltimore Streets warning truck drivers not to drive on Church Street.  This way they would be able to stay on Main Street and avoid Church Street altogether.  Detective Goodfellow explained that PennDot would have to conduct a traffic study which in the end may result in heavier vehicles being allowed on Church Street.

EXECUTIVE SESSION

An executive session was called to order at 7:30 p.m. and ended at 8:22 p.m.

ADJOURNMENT

Officer Miller asked if he would be able to see what the Union sent to the Police Commission and Chairman Richard Buchanan said that he would make him a copy of the letter that was sent. 

Ted Czech a reporter from the York Daily Record asked if all the meetings that the personnel committee had during May were about Chief Childs.  Jeff Joy said that all the meetings were in regards to Chief Childs.

Lucy Cadwallader asked when a decision is going to be made in regards to Chief Childs and Chairman Buchanan explained that a decision would be made on July 21, 2010 at the next Police Commission meeting.

A motion was made by Commissioner John Peters, seconded by Commissioner Jeff Joy to adjourn at 8:25 p.m., motion carried.
